The People First Project was established to help educators working with learners making the welfare-to-work transition in North Carolina, with specific reference to the needs of low literacy adults who have extra difficulty becoming economically self-sufficient. The participants shared a series of workshops using a participatory model of education and each created a lesson using this model. The lessons also paid attention to the Equipped for the Future (EFF) standards that they addressed.
The twelve lesson plans form the bulk of the report. Each lesson includes a time frame, materials needed, goals, expected learner outcomes, a description of the lesson and reflection activities. Each also lists the EFF standards it covers.
