A report resulting from the National Literacy Demonstration Project in Canada. Provides an evaluation of two learner centered literary programs in Vancouver designed to address the issues of achievement and evaluation in adult education. Gives an overview of the basic characteristics of both programs, of instruction within the programs, of the impact on learners of participation in the programs, and of the role of culture in the conduct and impact of the programs.
